After a tire swap, the next thing I will do on every car is add Race grade ARBs and differential. These unlock ARB and diff tuning, which have the biggest singular effects and along with tires will solve about 80-90% of issues that you may have with a car's handling. I'll put in some links below that explain my typical baseline settings for these which will make most cars much more stable and easy to drive vs. stock tunes.
These have more impact than anything else in FH5, more so than in FH4, and with less punishing PI costs. I always put on tire upgrades first, to find the most appropriate PI class for further tuning. For C/D class cars, I want Street tires; for A/B, Sport; and for S1+ Race tires.
For A class I may try setups with both Sport and Race tires to see whether the car needs more help on power or grip to do its best. For dirt and offroad tunes, I always upgrade to Rally or Offroad tires. My only exception is when tuning for D class, where often any tire upgrade will bump the car into C or B, and then you're stuck doing the best you can with maxed out stock tires. I usually then will tune the car to the top of the PI class where it sits after the tire swap.
If tires push a car two classes up , then I'll upgrade to tires for the higher class. This happens sometimes when a car has super skinny stock tires and a huge excess of power. As a quick runthrough though, always start with 2-way differential, then front and rear roll bars as they dont increase the PI. After that weight reduction, including the driveline and flywheel! You don't have to max out weight reduction, but add whatever option is reasonable. After those two major steps, I usually go for braking, clutch/transmission, tires and the suspension, in that order.
With whatever is left (don't max everything that is listed before this, try to have a little room left over) upgrade the engine. Once you get as close to the top of the PI index as you can, change out the rims to take out the final few pounds to get it to the max, and get a spoiler if it's a fast and loose car. With 7.0 speed and handling scores as well, the tricked-out supercar will reach a maximum of over 200 mph thanks to its naturally aspirated F6 engine. And even if it does veer offroad, the suspension and steering are strong enough to stay in control while maintaining a lead on rival racers. As such, it's able to rival even the fastest cars in the game.
Springs I often only will upgrade to Sport for B/C/D and sometimes even A class. If you want to add Race springs, just slotting the upgrade and leaving them at default settings usually is a big improvement. But you can use some very basic suspension settings to do better if you want. As others have said, look up some videos on making your own upgrades and tunes. You'll get better performance for what you want and honestly just makes the car feel more "yours". Once you learn the system it's pretty easy, typically just focus on upgrading handling/tires/suspension first and then engine until you hit the top of your class and you can't go wrong.
Moreover, cross country races require vehicles designed for long-distance racing, which sets them apart from typical offroad dirt cars made for quick sprints and shorter races. Although it's fun to try all sorts of vehicles on the off road races, when it comes to performance, your choices here are limited. Even rally cars won't handle the bigger jumps and obstacles that well. You need big wheels, lots of suspension travel and lots of ground clearance.
Also adept at rally car racing, the 2008 Mitsubishi Lancer Evolution X GSR is best used for cross country races via the "Welcome Pack" upgrade. The A-Class all-wheel-drive upgrade boasts a balanced stat line of 8.1 offroad, 9.2 acceleration, 7.1-speed, and 5.8 handling scores. The first thing I look at is if the intake is N/A, I look at what adding a turbo or supercharger will do. Supercharger add ons to old cars are usually pretty effective.
If the car already has boost I go straight for Exhaust/Fuel/Ignition/Air. These increase acceleration the most and top speed the least while usually pretty pretty cheap on the PI. After that the next best upgrades are valves and pistons. Then if you have some room left go to upgrading the turbo/supercharger. The last ones I will upgrade are cams and displacement as they usually change the power curve more towards top end. Save the intercoolers and flywheels for later PI tweeking.

You want to be able to change settings on the car and these are ESSENTIAL parts. I usually avoid the race transmission unless it's absolutely necessary in something like an older 4 speed car. You say that upgrading the transmission doesn't add many points, but it does.
It may not if you throw one on a low powered stock car but when you start adding the power upgrades the new transmission is costing you extra PI each time. Try adding a race transmission on to a powerful engine and you will see what I mean. I'm sorry but you can't tell me that losing that much horsepower is going to be made up by a few fractions of a second you will gain from upgrading the transmission and clutch.
